Record Request

All information and records obtained in the course of providing intake, assessment, and services to persons suspected of having a developmental disability are confidential (Welfare and Institutions Code (WIC), Section 4514).  Copies of consumer files shall be made only with the express written consent and authorization of an adult consumer, conservator, parent/legal guardian of a minor or as otherwise allowed pursuant to WIC, Section 4514.  Consumer records are scanned electronically and maintained by IRC’s Case Control unit. 

Fees: Regional Centers may make a charge in an amount not to exceed the actual cost of reproducing the record, unless the imposition of the cost would prohibit the exercise of the right to obtain a copy (WIC, Section 4725; Evidence Code Section 1158).  The Inland Regional Center custodian of records will notify the requestor of the applicable fee and the requestor is required to pay the fee prior to receiving the requested records.  Once proper authorization and payment is received, copies of records will be released within five (5) business days.

If the record request is related to a pending fair hearing matter, there will be no charge to an applicant for, or recipient of, services or to his or her authorized representative; and access shall be granted no later than three (3) business days following the date of receipt of the oral or written request for access.

Access to Records for On-Site Inspection: Records may be inspected by an applicant for, or recipient of, services or by his or her authorized representative at the Inland Regional Center during normal business hours.  Please contact the assigned Consumer Services Coordinator to arrange for a time to examine the records.
