Becoming a Residential Service Provider

Those interested in developing a residential care facility may contact a Community Resource Specialist in RDTU, or the QA/RDTU Phone Duty Officer of the Day. Obtain and read Title 17 Residential and Quality Assurance Regulations (Sub Chapter 4 – Sections 56001 to 56067) from the Department of Developmental Services website at www.dds.ca.gov/Title17.

Following is information about operating a residential facility in the Inland Regional Center catchment area located in San Bernardino and Riverside counties.

• Best Practices and IRC expectations are that prospective residential care service providers have a minimum of one year direct care experience working with people with developmental disabilities in a licensed facility vendored by a regional center in California. Work experience should be current within the last three years. Volunteer work experience does not meet the qualification.
• Attend the orientation offered through Community Care Licensing (CCL). For class schedule, call CCL at (951) 782-4207.
• Obtain a license for your facility by completing the CCL application process.
• When licensing your facility, take into consideration that a facility licensed for non-ambulatory residents should accommodate both non-ambulatory and ambulatory residents. Please contact a Resource Specialist at IRC to ensure the proposed licensed facility meets the current identified service needs.
• Attend, and successfully complete, the New Residential Service Provider Orientation required at IRC. Classes are offered each quarter in January, April, July and October.
• Submit your proposed program design and a written request to IRC (Attn: RDTU) to establish an approved Alternative Residential Model (ARM) service level. The written statement must include a statement of the administrator’s qualifications.
• IRC will review your proposed program design within 45 days of receipt.
• Prospective service providers may be required to successfully complete the New Vendor/Administrator interview, particularly those providers interested in providing level 4 services.
• Successfully complete the on-site facility review and vendor application.

NOTE: Successful completion of vendorization for a residential care facility with IRC does not guarantee referral or placement of residents in your facility (Title 17, Section 54322). The maximum vendored capacity for residential care facilities is 4 beds according to the Welfare and Institutions Code, Section 4648(A)(3)(D) and Senate Bill 1038.
